本政策所扶持的招商引资项目为新建固定资产投资1亿元以上的项目(不包括风电、光伏、抽水蓄能项目；旅游、高新技术、生物医药、智能制造、食品工业项目固定资产投资放宽至3000万元以上，下同),盟本级和旗县市(盟经济技术开发区)财政部门分别将招商引资项目优惠政策兑现资金纳入次年预算。

一、用地优惠

根据企业意愿,推行工业用地“长期租赁、先租后让、租让结合”的标准地供应方式及“弹性土地出让年限”的供地政策。土地出让价格可按《内蒙古自治区工业用地出让最低标准》交纳；对固定资产投资1亿元以上、投资强度达到100万元/亩、容积率达到国家规定标准的新建或改扩建新增用地,实行企业厂区内基础设施和附属设施由政府以投代奖,奖金额度按土地出让金去除成本后的70%投入,奖励资金列入财政预算。

二、用电优惠

    对符合本政策的大工业用户实施倒阶梯输配电价,即在现行分电压等级输配电价水平上,根据年度实际用电量超额累进下调输配电价,如国家、自治区电价调整,按新规定执行。

三、代建厂房

    凡入驻兴安盟各园区从事旅游、高新技术、生物医药、智能制造且设备投资达到3000万元以上的企业,可以给予代建标准化厂房政策,采取租赁或购买等方式使用代建标准化厂房。在满足企业生产需求和集约用地相关要求基础上,原则上代建厂房的投资额不高于企业设备投资额；采取租赁方式的,享受前4年租金减半的优惠政策；采取分期付款方式购买厂房的,首付50%即可先期办理产权证。

四、落地奖励

对于新落地且投产的2亿元以上招商引资项目,从土地出让合同签订之日起,三年内投资额度达到投资协议约定标准的,对落地该项目的企业领导班子成员给予一次性奖励，即,固定资产投资2亿元以上(含2亿元)、3亿元以下的奖励50万元；3亿元以上(含3亿元)、4亿元以下的奖励80万元；4亿元以上(含4亿元)、5亿元以下的奖励120万元；5亿元以上(含5亿元)的奖励200万元。

五、贡献奖投

招商引资项目完成固定资产投资,从实现运营收入之日起,按新增加税收额度(地方留成部分,下同)作为贡献标准,第1年至第3年盟本级和旗县市(盟经济技术开发区)从财政预算中奖励新增加税收的70%资金、第4年至第6年盟本级和旗县市(盟经济技术开发区)从财政预算中奖励新增加税收的50%资金,以项目投资的方式用于扶持企业发展壮大。

六、科创奖励

对公司注册地在盟三大园区(盟经济技术开发区、盟农畜产品物流园区、盟农畜产品开发区)且通过认定的高新技术企业一次性给予30万元奖励；在盟经济技术开发区、盟农畜产品开发区挂牌落地的企业研发机构获得国家级认定的连续3年分别给予每年100万元奖励、获得自治区级认定的连续3年分别给予20万元奖励；在盟经济技术开发区、盟农畜产品开发区落户的院士专家工作站连续3年分别给予100万元补助。

七、旅游奖补

对新落地且投产运营的旅游项目前期规划设计费用给予奖补,即,固定资产投资3亿元以上(含3亿元)的奖补50% ,最高不超过300万元;3亿元以下、1亿元以上(含1亿元)的奖补30%,最高不超过100万元;1亿元以下、3000万元以上(含3000万元)的奖补10% ,最高不超过50万元。

八、延链补助

针对全产业链产业转移集中落户我盟的项目，企业运行投产后进行技术改造的,按照企业技改投入的10%进行补助,最高不超过300万元。对于引进与本企业上下游关键配套的超过1亿元、5亿元、10亿元的项目,给予引进企业100万元、200万元、300万元奖补。

九、搬迁奖补

对外地搬迁至兴安盟境内，经核定搬迁的正常生产设备实际价值金额达到1000万元、2000万元、5000万元、1亿元以上的,在项目投产后分别给予30万元、50万元、100万元、200万元的一次性搬迁补贴。

十、一事一议

对于符合我盟重点产业发展定位、投资额度大(10亿元以上)、科技含量高、利税贡献大的项目，可采取“一事一议”的方式进行奖励。

所有企业(项目)落地我盟,在享受本政策的基础上都将叠加享受国家、自治区的优惠政策,若同时符合盟内其他行业优惠政策,按从优就高原则兑现执行,不再叠加。

本政策自印发之日起执行,由兴安盟区域经济合作局制定实施细则并负责解释。（后附英文对照版）

Preferential Policies for Investment

Promotion of Hinggan League

Hinggan League's preferential policies for investment promotion (hereinafter referred to as "the policies") apply for new projects with a fixed asset of more than RMB 100 million (wind power projects, photovoltaic projects and pumped storage hydroelectricity projects are not applicable to these policies). Tourism, high-tech, biological medicine, intelligent manufacturing and food industry projects with a fixed asset of more than RMB 30 million are also applicable to the policies. The financial departments of Hinggan League, Ulanhot, Horqin Right Front Banner, Horqin Right Middle Banner, Zhalaite Banner, Tuquan and Arshaan, and Economic and Technological Development Zone of Hinggan League shall include funds of the preferential policies for investment promotion projects in the next year's financial budget respectively.

ARITICLE 1 Land Policies. The standard land supply mode of Hinggan League is "long-term lease, lease before transfer, and combination of lease and transfer mode" and the land supply policy is "flexible land transfer policy", according to the will of enterprises. The land transfer price can be paid according to Minimum Standard for Industrial Land Transfer of Inner Mongolia Autonomous Region. For newly built or expanded land with a fixed asset of more than RMB 100 million and investment intensity of RMB 1 million/mu, which plot ratio meets the national standard, the government will invest in the infrastructure and ancillary facilities in the plant area of the enterprise instead of awarding. The amount of award will be 70% of the land transfer fee after the cost is removed, and the award fund will be included in the financial budget.

ARITICLE 2 Electricity Policies. For large industrial electricity users who comply with the policies, the reverse step electricity price shall be implemented, which is the transmission and distribution price shall be reduced according to the annual electricity consumption at the current transmission and distribution price level of voltage classification. If the national and Inner Mongolia autonomous region electricity price adjusts, the electricity policies shall be implemented in accordance with the new provisions.

ARITICLE 3 Plant Building Policies. Enterprises that have settled all zones in Hinggan League which engage in tourism, high-tech, biomedicine and intelligent manufacturing and whose equipment investment reaches more than RMB 30 million can obtain plant building policies. The standardized factory buildings can be used by lease or purchase. The investment in agent plant construction shall not be higher than the enterprise equipment investment on the basis of meeting the production demand of the enterprise and the relevant requirements of intensive land use. Enterprises have preferential policy of reducing the rent by half for the first four years if lease. If the factory is purchased by installment payment, the property right certificate can be granted in advance by paying 50% of the down payment.

ARITICLE 4 Lauched Award. For investment projects of more than RMB 200 million that are newly launched and put into operation, a one-time reward will be given to the members of the enterprise's leading group if the investment amount reaches the standard agreed in the investment agreement. A reward of RMB 500000 yuan for a fixed asset investment of more than RMB 200 million (including 200 million) and less than RMB 300 million; RMB 800000 yuan will be awarded for those above RMB 300 million yuan (including 300 million) and below RMB 400 million; RMB 1.2 million will be awarded to those with more than RMB 400 million (including 400million) and less than RMB 500million; RMB 2 million will be awarded to those above RMB 500million (including RMB 500million).

ARITICLE 5 Contribution Award. After the completion of investment in fixed assets for investment promotion projects, the financial departments of Hinggan League, Ulanhot, Horqin Right Front Banner, Horqin Right Middle Banner, Zhalaite Banner, Tuquan and Arshaan, and Economic and Technological Development Zone of Hinggan League will reward 70% of the newly increased tax from the first year to the third year from the financial budget, and 50% of the newly increased tax from the fourth year to the sixth year according to the newly increased tax amount (local retained part) from the date when the operating income is achieved. The reward will be used to support the development and growth of enterprises in the form of project investment.

ARITICLE 6 Technological Innovation Award. A one-time award of RMB 300000 will be given to the high-tech enterprises registered and be approved in three major industrial zones of Hinggan League, Hinggan League League Economic and Technological Developmental Zone, Hinggan League Agricultural and Livestock Products Logistics Zone, and Hinggan League Agricultural and Livestock Products Development Zone. The R & D institutions of enterprises that have been listed and put into operation in Hinggan League League Economic and Technological Developmental Zone and Hinggan League Agricultural and Livestock Products Development Zone will be awarded RMB 1 million per year for three consecutive years if they have been recognized at national level, and RMB 200000 for three consecutive years if they have been recognized at Inner Mongolia autonomous region level. The academician and expert workstations settled in Hinggan League Economic and Technological Developmental Zone and Hinggan League Agricultural and Livestock Products Development Zone will be given a subsidy of RMB 1 million for three consecutive years.

ARITICLE 7 Tourism Award and Subsidy. The preliminary planning and design costs  of tourism projects newly launched and put into operation will be awarded. 50% of the fixed asset investment of more than RMB 300 million (including 300 million) will be awarded and subsidized with a maximum of RMB 3 million; 30% of those with less than RMB 300million and more than RMB 100 million (including 100 million) will be awarded with a maximum of RMB 1 million; For those less than RMB 100 million and more than RMB 30 million(including 30 million), 10% will be awarded and the maximum will not exceed RMB 500000.

ARITICLE 8 Industrial Chain Extension Subsidy. For the projects of whole industry chain transfer to Hinggan League that carry out technical transformation after operation, 10% of the enterprise's investment in technical transformation will be subsidized with a maximum of no more than RMB 3 million. For the projects which invests more than RMB 100 million, 500 million and 1 billion yuan on corollary equipments, the enterprise will be awarded RMB 1million, 2million and 3 million respectively.

ARITICLE 9 Relocation Award and Subsidy. Enterprises relocated from other places to Hinggan League whose production equipment value reaches RMB 10 million, 20million, 50million and 100million, will be given a one-time relocation subsidy of RMB 300000, 500000, 1 million and 2 million respectively after the project is put into operation.

ARITICLE 10 “One Project, One Discussion”. Subsidies will be granted according to “One Project, One Discussion” policy to high-tech and contributing projects in key industries promoted by Hinggan League with a fixed asset of more than RMB 1 billion.

All eligible enterprises (projects) launched in Hinggan League will acquire these preferential policies above and also other policies of Inner Mongolia and national policies. The policies of Hinggan League can not be obtained with other preferential policies of Hinggan League at the same time.

The policies have been issued since the date of issuance. Specific implementation measures and interpretation shall be formulated by Regional Economic Cooperation Bureau of Hinggan League.
